Francophone Mobility
If you’re fluent in French and thinking of working in Canada, the Francophone Mobility Program is one of the best opportunities for it. This pathway is designed to bring skilled French-speaking professionals to work anywhere in Canada except Quebec, without needing a LMIA.
At its heart, this program is about building vibrant, bilingual communities across Canada while also tackling any labour shortages in high-demand industries.

Who Can Apply?
To qualify, you need a valid job offer outside Quebec and a CLB 5 or higher. If you’ve taken the TEF Canada or TCF Canada, your scores will confirm your eligibility. For reference, CLB 5 is equivalent to B1 (Intermediate) on the CEFR scale: enough to hold workplace conversations, follow instructions, and contribute meaningfully in a professional setting.
For example, if you’re a project manager from Morocco with a job offer from a Vancouver tech company. Even if your day-to-day work is in English, your fluency in French qualifies you under this program. That’s what makes Francophone Mobility unique: it values you as a whole person, not just the language tied to your job description. This flexibility makes the program particularly appealing to employers in industries facing labour shortages, where hiring delays will cost time and resources.
